On the 3rd, Bill (PL) 2.338/23 was published, which proposes the regulation of artificial intelligence (AI) in Brazil. The text was presented to the Federal Senate, being the result of more than 250 days of public and technical debates.
The debates were led by a Committee of Jurists, in an attempt to better understand how these tools work.
The project has two main objectives: to establish the rights of citizens affected by technology, as well as to create tools that can monitor and supervise artificial intelligence. The document was presented by the President of the Federal Senate, Senator Rodrigo Pacheco.
What are the explanations given in the document?
In the document published by the Commission of Jurists, they state that they recognize the development and popularization of artificial intelligence technologies. Furthermore, they know how this revolutionizes several areas of human activities.
The document also says that the commission knows that AIs will bring about even more profound social and economic changes.
Rodrigo Pacheco explains that economic agents, developers and users of technology can be encouraged to “act in good faith and effectively manage risks”. All this with the aim of considering who will use these tools, which are evolving more and more every day.
The idea of the Bill is to define some general principles and foundations for the development and operation of artificial intelligence. Furthermore, it is important to protect users, preventing them from putting themselves at risk when using the tool.
This is because many experts believe in the risks they can pose, such as the fact that AI could be used to compromise the user’s safety and health. And that is what the bill aims to avoid!
The points mentioned to avoid risks to users include: transparency, cybersecurity and non-discrimination. The AI bill is currently under consideration.
