One of the possible reasons could be connection problems caused by you or the receiver. Message receipts may not display properly if you are not connected to a fixed network. Once the connection is restored, this issue will fix itself.
Another possible reason why you don’t see the blue checkmark is that the recipient has disabled read receipts in WhatsApp.
There is another reason, but it’s a bit complicated. Assuming read receipts are turned on, the blue tick won’t appear if the contact blocks you after the message is sent. Although the person can read the message, a blue tick will not appear on your side.
