No, it’s not technically a touchscreen and won’t appeal to the small touch targets that are part of macOS Sierra, but it will get you closer to the touchscreen Mac you want.
This is AirBar, an accessory that gives you a Mac with a touchscreen.
The AirBar is a small magnetic accessory that attaches to the MacBook Air 13-inch model directly below the display. It sends an invisible field of light to the top of the screen. You break this field of light when you touch the screen, and the AirBar saves it to your Mac using a USB connection.
Using it, you can draw on the screen, tap apps and internal apps without reaching the trackpad. You can also swipe to switch between desktops and pinch your fingers together to zoom in.
For a variety of tasks, this helps you interact quickly, but there are some limitations.

You can’t navigate web pages, and the touch targets in macOS Sierra menus are small because they’re not designed with touch in mind.
Once you’re done with that, you need to remove it from your 13-inch MacBook Ait before shutting it down. A warning will be issued if you try to turn it off while the AirBar is in place.
