According to this MacRumorsApple told service providers to tell people dealing with this issue to turn Personal Hotspot off and then back on. This is a temporary fix while we wait for a permanent solution.

You Cannot Downgrade From iOS 13.7
Note that if you can’t stand the performance of iOS 13.7 on your iPhone, you can no longer migrate your phone back to the previous version of iOS 13.
Apple stopped signing in iOS 13.6. This means that you cannot roll back your iPhone’s software to improve its performance.

iOS 13.7 represents the latest known upgrade to iOS 13 and is likely to be the last update for the company’s current operating system.
Apple is working hard on iOS 14, and the beta has been made available through the company’s beta programs. If your phone is really struggling with iOS 13, you may want to upgrade to iOS 14.
We expect the final iOS 14 release to arrive in September or October before Apple’s new iPhones. The iPhone 12 announcements are currently rumored for October, but there’s always a chance that the software will be revealed sooner than that.
