The iPadOS 13.3.1 update fixes a few bugs, but the update has some issues of its own.

You can’t revert to anything older than iPadOS 13.3 either. Therefore, those of you downgrading from iPadOS 13.3 and below should approach the iPadOS 13.3.
Once you move on, you’re stuck unless you move your iPad to beta software.
iPadOS 13.3.1 Update: What’s New
iPadOS 13.3.1 is a point release which means it carries a short list of changes.

iPadOS 13 Jailbreak
If you’re still jailbreaking your device, make sure to avoid the iPadOS 13.3.
The jailbreak developers have released an iOS 13 jailbreak tool, but it’s currently in beta for select devices.
We don’t know yet if it’s compatible with the latest version of iPadOS 13 so make sure you stick with whatever you’re currently running.

Apple has confirmed that a new version of iPadOS 13 and iPadOS 13.4 is in beta testing before being released later this month.
iPadOS 13.4 is a milestone upgrade that means it will bring a mix of new features, fixes, enhancements and security patches to the iPad.
Apple plans to port iPadOS 13.4 to iPad, iPad Air, iPad Pro, and iPad mini on Tuesday, March 24. It should arrive in the Pacific around 10:00 am.
