Apple has released another version of iOS 13 and iOS 13.1.3 update brings important bug fixes to iPhone users.
iOS 13.1.3 is a new maintenance release for the iOS 13 operating system. It doesn’t have any new features on board, but it does include a few bug fixes with it.
If your iPhone is currently running iOS 13.1.2, you will have the shortest changelist and smallest download size. If you are upgrading from iOS 13 or an older version of iOS 12, your iOS 13.1.3 update will be more important because the changes are ready in the updates you skipped.

If you’re already using iOS 13.1.2, the iOS 13.1.3 installation takes less than 10 minutes to complete. It took about seven minutes to load on the iPhone X.

iOS 13.1.3 Issues
iOS 13.1.3 brings basic bug fixes but also causes issues for some iPhone users. Some of these issues are brand new, others ported from iOS 13.1.2, iOS 13.1.1, iOS 13.1, iOS 13.0, and iOS 12.
The current list of iOS 13.1.3 issues includes some common issues including installation issues, Touch ID and Face ID related issues, issues with first and third party apps, UI lag, random reboots, and more.

If you can’t handle the performance of iOS 13.1.3 on your phone, you can try downgrading to iOS 13.1.2. You still cannot downgrade from iOS 13.1.
Apple will stop signing in iOS 13.1.2 and will do so without warning. So if you want to exit iOS 13.1.3, you will have to switch in the near future. Once it stopped signing in iOS 13.1.2, there is no way to get back to it.

If you are experiencing one or more of these issues on your iPhone, you should update your phone to iOS 13.1.
There are no new security patches in iOS 13.1.3.
iOS 13.1.3 Jailbreak
If you are still jailbreaking your iPhone, make sure to avoid the iOS 13.1.
Jailbreak developers have made fun of iOS 13 jailbreak tools, but we don’t expect them to release a tool compatible with iOS 13.0, iOS 13.1, iOS 13.1.1, iOS 13.1.2 or iOS 13.1.3 in the near future. It could be weeks before we see anything public.
If you want to jailbreak your iPhone, you have to keep your iPhone on iOS 12.
what’s next
Apple has confirmed a new version of iOS 13, and the iOS 13.2 update is currently in beta testing ahead of an unknown release date. It should arrive before the end of the year.
The iOS 13.2 update includes: Apple’s Deep Fusion photography system For iPhone 11 and iPhone 11 Pro and many other features including new emoji characters for iPhone keyboard.
The Unicode 12 emoji update includes a new smiley to yawn, a one-piece swimsuit, waffles, falafel, butter and garlic, and new animals like sloth, flamingo, orangutan, and skunk.
We also expect bug fixes, enhancements and security patches in iOS 13.2. Milestone (xx) updates always carry a mix of changes.
