If you have or want to jailbreak, you will want to avoid iOS 12.5.4 and continue using whatever version of iOS your device is currently running.

We don’t know what’s next for iOS 12 users.
Apple has not confirmed a new version of iOS 12, and there is no guarantee that the company will continue to provide new software to owners of these devices in the coming months.
If you decide you want the latest features, you’ll need to upgrade to an iPhone or iPad compatible with iOS 14 or iPadOS 14.
