For him:

  • disable Wireless on your smartphone to force it to use carrier data.
  • check that you are using Google Messages To send/receive SMS
  • Go to Play Store and search Google Messages
  • On the app page, scroll down and click join the beta
  • Go to another page of Play Store and then Google Messages : you should be offered an update
  • Restart your smartphone
  • enter inside Settings > Apps
  • On Samsung smartphones, wipe cache data associated with the app Carrier Services (if the app is not listed, install it from Play Store)
  • Wipe cache data from: Google Messages beta
  • install the app Event Launcher from Play Store
  • Open Event Launcher
  • Click the down arrow at the top of the window and All activities
  • Scroll down the app list Android Messages
  • Under Android Messages Do not touch Set RCS Flags
  • Do not touch ACS url and enter the following address:
  • Do not touch OTP Pattern and select the only option from the list
  • Do not touch To apply
