Restart Predictive Keyboard
When the predictive keyboard doesn’t seem to be working as expected, the first trick I always try to get rid of the problem is to reboot it. Reset Keyboard Dictionary
Sometimes resetting the keyboard dictionary to its factory defaults not only speeds up the keyboard but also fixes some various glitches that tend to sneak in once in a while. So, if the first trick didn’t fix the predictive emoji keyboard issue on your iOS 13 device, try that too. Note that it will delete all the special words you type on the keyboard.
Open Settings app -> General -> Reset. Now, tap on Reset Keyboard Dictionary Select and confirm.
