In the forum mentioned above, people have tried many fixes like restoring their Surface Pro 3 to factory specifications. Others tried to roll back Microsoft updates. But the solution is simpler than any of these fixes. It is also more reliable.
Open Windows from Control Panel. Do this by tapping the Window button on the right side of the Surface Pro 3. Type “” and tap on the first item in the search results that opens the Control Panel.
Inside the Control Panel, click or tap on the menu at the top and then on. Choose from the View menu.

Also get rid of all items with exclamation marks. Then do nothing but restart the Surface Pro 3.
The first time I tried this fix, I didn’t reboot right away. Instead, I clicked on the scan for new hardware button, which is third from the right in the toolbar button at the top of the Device Manager screen. It discovered the hardware and it seemed to have fixed the problem, but I still couldn’t connect to my Wireless Display. I rebooted and tried again and it still didn’t work. The user should reboot immediately after removing items before attempting to scan for new hardware and reconnect.
After the reboot, “Add wireless display connection” will now appear when the user opens the project screen by swiping in from the right side of the Surface Pro 3 screen and then selecting . Tap the link and let it find the wireless display. Now the user can choose one of four options to view the content on their second screen.
