Verizon calls it Advanced Voice Search 1.0 and the other user must use a capable device to use HD Voice & Video calling. This doesn’t work when you call another carrier, landline and many other mobiles on Verizon.

This is only available on iPhone 6, iPhone 6 Plus, LG G2 and Samsung Galaxy S5. You also need to make sure Advanced Search is turned on in your Verizon account.
