By default, notification budgets do not appear in the App Library. Make sure you enable this option if you don’t want to miss any important alerts while exploring the library. Let me guide you in quick steps!

3. Finally, turn on the switch. Show in Application Library located under Notification Badges.
That is all!
After that, all notification badges will start appearing in App Library as well. Of course, if you ever want to hide them again, all you have to do is go back to the Home Screen setting and finally turn the switch off.
