To use this app, install Ultimate Rotation Control from Google Play. The app is free to try for a week, after which a license is required, purchased for $2.99.
After installing the app, pull down the notification drawer and tap the spin icon in the middle with F. This forces it to rotate and allows the Nexus 7 to rotate horizontally on the home screen and apps.

The same setting allows the Nexus 7 to rotate in all directions so the Android buttons can be next to the camera. With this setting, the screen will be oriented right side up, no matter how the Nexus 7 is held.
