StopCovid: CNIL makes official notification to Ministry of Health for “irregularities”

StopCovid was launched on June 2, 2020. After a month and a half of activity, it is clear that the digital monitoring application did not achieve the expected success. According to the latest figures released by the Minister of Foreign Affairs responsible for digital Cédric O, StopCovid has only been used to send 14 alerts since its launch. Also, more than 460,000 people uninstalled the app.

A new one must be added to these disappointments. Indeed, after confirming the launch of StopCovid under various conditions, The CNIL decided to call the Ministry of Solidarity and Health to place an order.. Some irregularities in the digital tracking application for the institution continue and need to be corrected.

According to the commission, deficiencies should be noted. :

  • information provided to users about the destination of their data
  • The nature of the subcontract between the Ministry of Health and Inria (National Institute for Computer Science and Automation Research)
  • An impact analysis on the processing of data for security purposes

A month to fix everything

Additionally, the agency is asking the government to make an official statement about the app’s effectiveness in preventing the spread of the virus. CNIL gives Ministry of Solidarity and Health a month to raise the bar. Otherwise, the organization may consider sanctions without specifying which ones.

As a reminder, StopCovid failed to pass 2 million users. In fact, the app is ineffective to say the least. Indeed, StopCovid would need to mobilize at least 14% of the French population for it to have a statistical effect. With just 2% of its credit, the app plays only a minor role in the fight against Covid-19.
